The poster did not show what was getting an S806 - so I am not sure if this was a TSO Session or Batch job.
In the PDF he quotes on page 103 - there is a startup CLIST that can be used to allocate the necessary PDS datasets for PDS86 to run. Perhaps if there is more detail, we can provide a better answer.
