Talking heads this morning at HLN commented, after reporting that the/a IRS Commissioner told a congressional committee the reason they were still running COBOL programs was because congress had not provided funding for upgrades.
"COBOL is a language of the 1980's" the talking heads reported, implying no one uses it anymore and that's the root of the IRS problem.
