I had two problems with HLASM SYSLIB a mixed concatenation of PDS and UNIX directories successfully resolved by PTF. More recently, another with IKJEFT01, OA43356, was closed Permanent ReStriction. In these cases, IIRC, it was protection key, not subpool.
