Yes, but you don't need format=flowed for lines to be split when using
QP. TB handling of MIME is broken, regardless of format=flowed or
delsp.

Not even close: the URL was valid per RFC 3986. Presumably you're
thinking of Appendix C. Delimiting a URI in Context, but it doesn't
say that angle brackets are required. Again, TB is broken.
