The "new tools" are not as available, reliable, or efficient as their predecessors [1].
[1] In a bout of frustration I complained to a duty manager about the performance and availability of one of the "new tools". I was informed that it was still the same old green screen application w/a GUI front end. It was the front end that was causing the performance/availability issues, not the "old tool" .
