Walt Farrell, on the side, gently/kindly pointed out that I had omitted something pretty important, particularly for non-AC=1 modules, that there is still the requirement that they be invoked in the manner intended. Misbehaving when invoked other than the manner intended may be "OK".
When the invoker is a program within an APF-authorized jobstep, it often is up to that invoker to do the right thing (whatever "right") is.
