Unless things have changed with that APAR (2013), I can get that failure
easily, and the message is a damned lie.  It happens when the volume is not
"ALLOCATED TO ANOTHER JOB OR USER", but to the *same* job, *same* user.
With JCL, I can readily allocate multiple data sets on a single volume to
various DDNAMEs in a single step.  Why should the rules, or detection of the
condition, be different for DYNALLOC?
