Well... after much testing and back-and-forth with IBM, the bottom line is that you *can* control the ability to dynamically allocate a tape data set from a program running under TSO in batch. As a few folks mentioned, this is controlled by the addition of a TSO segment to the batch User ID and the MOUNT authority, as long as the batch User ID is 7 bytes or less (otherwise the job gets the TSO default of NOMOUNT). I do not know why this did not work the first time we tried it, but it works now.
