As I look further at the SPLA list there, it appears that there are only non-IBM authors. (Well, not quite true; there are five, but one of the them, represented twice, is our own John Ehrman, who probably didn't work at IBM when he contributed the programs.) This suggests that only contributed programs from outside IBM were transferred to SPLA, which makes some sense.
