Not according to the Migration Guide or the SHARE presentation I read.
But it is inferred in the Migration Guide, Appendix J, page 281. The 5.5
Programming Guide describes how to compile under UNIX, but you are
creating a DLL, not a z/OS program Object. Programming Guide, page 286.
And in the past few days, I have spent ALOT of time reading about V5
migration.

According to the docs, you cannot bind into anything but a PDS/E. You
will get message IEW2606S that specifies that the module incorporates
Version 3 program object features and cannot be saved in load module
format.
