In a RACF environment, the SMF Type 80 records can help. To be running SYSTEM SSL data set SYS1.SIEALNKE should be listed in the PROGRAM class.
Tasks that are using SYSTEM SSL in secure mode will show use of programs called GSKxxx (but not GSKSSL that gets called in non-secure mode).
