Something must changed it from that default QAFF(ANY) for JOBCLASS(<value>).

You certainly must have a look at all those HASPPARM members. (all of them) 
Then look in all your PARMLIB members for things like COMMNDxx and IEACMDxx and 
your automation scripts.

K Vernooij gave you a good reply, which is useful because it involves all JES2 
members. I would also place any exception commands somewhere last in a parmlib 
member.
