LISTCAT reports two different details that you seem to be confusing.
The number of tracks reported in the first extent listed in the VOLUME
section is not the primary allocation. It is possible that the primary
allocation could require up to five extents. It also possible for multiple
extents to be consolidated into a single extent when they are contiguous.
The primary allocation is reported in the SPACE-PRI field of the
ALLOCATION section. You also need to look at the SPACE-TYPE field if you
want to convert this to tracks.
