1. running SCLM compiles
2. Displaying userid info from the RACF database using option 4
3. In a batch execution of AMATERSE

All these tasks ran fine on z/os 1.13

I am not sure you have provided enough detail here.  We finished our upgrade to 
z/OS V2.1 and did not see this issue.

Could you post the entire Summary dump from the JOBLOG with Registers?
Could you post additional message in SYSLOG around where the S0C4 occurs?
What are you running when you get this error?
I would guess that this ran successfully prior to z/OS V2.1.  Did you make any 
changes before moving this to z/OS V2.1?  Or is this the exact same process 
that runs successfully on your down leveled LPAR?
