The short answer is yes, but it wasn't tested very extensively. As part of my son's college graduation he had to complete a co-op program and he ended up working for me for a month (free of charge!). I asked him to use Linux/Wine while testing the interface between the latest version of SimpList and the latest version of the ISPF Workstation Agent. He used my favorite emulator (Vista 3270) while doing the testing, and everything worked as expected. Of course it was only a month and my son wasn't doing anything 'fancy' with Vista as that wasn't the emphasis of the tests, but the little he used it for it certainly worked okay.
