The main restriction here is that MVS commands entered on a TopSecret
system but destined for a RACF system (e.g. RO *ALL) will likely fail,
due to a proprietary SAF interface. IBM and CA were in discussions to
fix this, but I haven't heard if they were able to yet. Your options
are to turn off OPERCMDS on RACF (shyeah, right), or don't issue the
commands from TopSecret systems.
