Understood that it will "never run".  However, I believe it will linger in an
initiator in job setup requesting ENQ EXC, thereby preventing any other
jobs' allocating that DSN.

And tying up the initiator to boot.

No JCL needs to and should allocate SYS1.LINKLIB, because it is in the LNKLST.
