  PAGESCM=ALL simply says that all of the Flash Express memory 
which you have assigned to this z/OS partition is reserved for 
use by paging, and is not available to be used for any other purpose.
(And as far as I know, under z/OS, paging is currently the only
user of Flash Express). 

  Having no Flash Express doesn't mean that you can't have pageable
large pages.  It just means that the pageable large pages won't
get paged out.
