PAGESCM=ALL simply says that all of the Flash Express memory which you have assigned to this z/OS partition is reserved for use by paging, and is not available to be used for any other purpose. (And as far as I know, under z/OS, paging is currently the only user of Flash Express). Having no Flash Express doesn't mean that you can't have pageable large pages.
