From what I'm seeing in the two hour long video demonstrating a setup, it 
emulates disks in a similar manner to how VTAPE emulates tape drives. There's 
an STC that makes all the magic happen. So yes, it needs z/OS running, and I'd 
imagine only that particular z/OS image can then address the emulated disks.

Nevertheless I think this is a fantastic project, and easily commercializable.
