is this the thread from 2009 you are working with?

Prior to z/OS 1.10 we had a utility module that generated output to a
programmatically determined JES2 destid. The utility checked that the destid
existed by running the RDT JES2 control block. It turns out that we should
never have used this interface as it is not GUPI and it has now moved in
z/OS 1.10. IBM has recommended that I use SSI function call 11 to determine
whether the destid is valid. However no matter what (invalid) destid I set
in the SSUS block, I get RC=0.
