Ok, here is the book for 2.1
http://publibz.boulder.ibm.com/epubs/pdf/e0z3b102.pdf

The minimum real storage requirements to IPL z/OS V2R1 will be documented
on the z/OS Installation Web page at GA http://www-03.ibm.com/systems/z/os/
zos/installation/.

Led me to:
http://www-03.ibm.com/systems/z/os/zos/installation/zOS_V2R1_Install_Migrate.html#ip

Where is says:

The minimum amount of real storage required to IPL z/OS depends on a number of
factors, including the number of devices in the I/O configuration, the amount
of storage configured, the number of address spaces created, the types of
applications supported, and the products and subsystems supported in the IPLed
system. In IPL studies at IBM, 256 MB of real storage was the minimum amount
required to IPL z/OS V1R13 and z/OS V2R1. The systems in the studies were IPLed
to the point of completing JES2 initialization. The systems had I/O
configurations defined with the following devices:
51168 direct access devices (DASDs)
16 graphics devices
5127 channel-to-channel (CTC) connections
52 tape drives

A quick google search yielded a link to IBM albeit to a manual for z/os 1.12,
https://www-01.ibm.com/support/knowledgecenter/SSLTBW_1.12.0/com.ibm.zos.r12.e0zb100/osproc.htm%23prosto
and I'm sure the appropriate doc for current versions are available too, finds
the following:

The minimum amount of real storage required to IPL z/OS depends on a number of
factors, including the number of devices in the I/O configuration, the amount
of storage configured, the number of address spaces created, the types of
applications supported, and the products and subsystems supported in the IPLed
system. In IPL studies at IBM, 128 MB of real storage was the minimum amount
required to IPL z/OS V1R11, z/OS V1R10, and z/OS V1R9. The systems in the
studies were IPLed to the point of completing JES2 initialization. The systems
had I/O configurations defined with the following devices:
| |•20704 direct access devices (DASDs)
|•32 graphics devices
|•982 channel-to-channel (CTC) connections 40 tape drives
