During ACCEPT processing, SMP/E links the individual modules defined by
++MOD statements into the distribution library. The binder parameters
to use are obtained from the LEPARM operand on the ++MOD. If you don't
specify the LEPARM operand on the ++MOD, and SMP/E can't find an
existing copy of the module in the distribution library, then you will
get the GIM24701W message.
So yes, it is the packaging that is causing this message.
