I cannot see any NOPURGE in the SYSOUT.
However I did use BYPASS(APPLYCHECK).

Yes, BYPASS(APPLYCHECK) also affects whether SYSMODs are purged from the
global zone. If you specify BYPASS(APPLYCHECK) on the ACCEPT, then
SYSMODs are NOT purged.
