Somehow this story doesn't sound very plausible.  

The most obvious question is how did this system actually run any jobs, or
programs without a card reader?   However, even then, how did they IPL the
system in the first place?   There is no mention of what this stand alone
deck is supposed to be, but if it's a restore, then why wouldn't they have
had that on tape?

This sounds like a rather contrived story, and I seriously doubt that it
ever occurred.   After all, the most obvious solution would have been to
simply request a stand-alone "deck" on tape [which could have easily been
done from virtually any local data center - since I specifically had such
requests from other companies from time to time].
