Re-phrasing the question, does it matter to the execution of module X whether it was in the library at the time the library was added to the APF list, the answer is No. It does not even matter whether the library existed at the time it was added to the APF list. That is, you can add MY.DATA.SET to the APF list now and create MY.DATA.SET later, and all will work as though you had done things in a more normal sequence.
