Not so easy. SMPJHOME is not only for HASH checking. BTDT. In such case
ICSF will not replace java.
BTW, thanks IBM for /usr/lpp/java/current (notwithstanding that
some admins feel that its maintenance by IBM usurps their control.
It took so many years to get so obvious conclusion.
Will they be allocated even if never used? Will there be consequences
of an allocation failure?

DDDEF - not used => no allocation at all
DD allocation being done, risk of JCL error, but unnecessary DDname will
not hurt anything.
For example
