 From the SMP/E Commands book, the ACCEPT chapter:

2. SMPJHOME is an optional DD statement used to specify the Java
    runtime directory. SMP/E requires the Java runtime when installing
    JARUPD elements.

I have yet to see a product that uses ++JARUPD, so I doubt very much that 
anyone needs SMPJHOME for ACCEPT processing.  I'm sure because it is optional 
that ServerPac does not define SMPJHOME in the dlib zones.
