Another simple-minded SWAG. (This is sorta fun.) Have your guy check that ICKDSF is really being called from SYS1.LINKLIB. Sometimes a sysprog will make a copy of a utility to test with. If that copy turns out to be the one executed here, it may have fallen out of sync with other z/OS maintenance.
