What version of the operating system?   If prior to z/OS V2, then it helps to 
remember that you couldn’t use system symbols in batch JCL, so that leaves 
STC's, TSO, CATALOG entries, and other PARMLIB entries.   That at least narrows 
down the scope of what needs to be reviewed.   I am doing some of this right 
now.   It pays to move slowly on this, and tackle the symbols you know more 
about than others for removal.   Then IPL and scour the logs for problems.   
Once you have resolved all "IPL time" symbol's, then it just a matter of time.  
Remember, you can add symbols back in via the SETLOAD command, so post IPL 
"discoveries" are not too bad to put back if needed.
