The only guess I can make is that perhaps, and this seems to be a CICS question, whether or not the CESE (Transient Data Queue) can be written to by a 64bit function. Termthdact tells LE what to dump and how, but in CICS that goes to the CESE and may have other conditions that need to be considered.
