If I need to create IEBUPDTE control I use UPDCMS8 and a Rexx filter to convert to IEBUPDTE SYSIN.
Really, UPDMVS8 ought just to issue a warning to SYSTERM and continue with RC=4 when NEW lacks numbers. I've submitted a couple SRs on UPDMVS8, beyond that documented restriction.
