(Sent earlier to ISPF-L by mistake. Should have gone here.) Is it possible to set environment variables in a dubbed TSO address space? There are several that might be useful: TZ, LC_ALL, ALL_PROXY, ... I know the Rexx environment function is unavailable without the OMVS function package. Would a C program work?
