In this case, I wanted only to insert a comment. But I have used
them to create aliases in batch JCL. Is there a better way?

Is that a serious question? Use your imagination.

I suppose, in extreme pedantry there's always JCL. In TSO, there's
the LOGON Proc; In UNIX, there's BPXAS. But neither of those gives
me much opportunity to insert comments.

If you read the Utilities Reference, it's not so simple. The documentation
there is necessary.

But, in my case, with potentially dozens of invocations of IEBGENER in a
single job step, I wanted a comment only to differentiate the SYSPRINTs.
