If I am understanding your question correctly, certain language compilers 
(COBOL, C, PL/I) produce object code that requires LE. Not every language 
translator does: you could develop a product in assembler or Rexx (many people 
have) and it would not require LE.

Does LE(language Environment) always required for any product or any
product can handle any function that basically a  LE does it ?

I am here not trying to resolve anything but just trying to understand the
LE functionality for any product to work in z/OS.
