Are you forgetting that in MVS, and in OS/360 before it, a program 
doesn't have to care what kind of device it is working with?

Certainly a program designed to read cards would not use VBS. 
Neither would a program that punches cards or writes to a printer.

The performance advantages of FBS for random access cannot 
be achieved with VBS.

These are just a few reasons why VBS isn't the only RECFM anyone 
would ever need.
