Brian, If you haven't done so already, then please open up a problem ticket (On the HMC, do "Report a Problem" and then select "Health Check"). I tried this out on an HMC yesterday with 2.13.1 (z13s) level code and it worked as I had expected. So, something is going on that needs deeper analysis. Thank you.
