There was a rumor last year that the CEO of a large company (not IBM, for once) was walking around remote offices and leaving Post-Its on empty chairs that said "Where are you? Call me, npa-nxx-xxxx". I disbelieve it, because it's so blatantly stupid: the person could be in the john, or in a meeting, or on vacation. But what was interesting was how much folks freaked out, as if this was even plausible. The point is that these irrational kinds of actions happen enough (or at least are reported as happening enough), and enough people have lived through layoffs that went way beyond prophylaxis, to excising muscle&bone, that people are primed to believe them.
