I used to think that too but now I'm convinced the opposite is true. Mainframe folks underestimate the capabilities of x86. I was blown away when I was first saw Hyper-V live migration. It can literally move a running system to another server! VMWare has similar features.

Of course, but I don't think modern x86 servers will have to break a sweat meeting performance guarantees; they're speed demons. One of our old customers re-hosted their CICS COBOL applications using Microfocus COBOL/Unikix. They saved a fortune that they can now reinvest in application modernization. They replaced a z9-BC with a single blade server https://www.itnews.com.au/news/wa-insurance-commission-decommissions-mainframe-322780. Small mainframe customers will almost certainly all disappear in the next decade leaving only the big shops left.


Other questions. Who(m) takes over development? Maintenance(?) application 
conversion management(?) data transformation(?) data management(?) (i.e. who 
pays for this?)

Lots of stuff to nail down before signing on the dotted line.

You had me worried there for a minute.  I was afraid someone was claiming you 
could actually run z/OS as a virtual machine on Linux.  Application re-hosting 
is a whole different matter, even if they are wanting to do it on Intel/AMD 
hardware.
