It appears so. I recently implemented OPERCMDS security for START/STOP commands, and when a SAS User tries to kill his hanging process/thread/whatever into USS, the CANCEL profile actually asked for by z/OS is MVS.CANCEL.ATX.*. The ATX part according to the documentation means that we're dealing with an APPC address space of some sort which I found very curious.
