I only know enough about TLS to be dangerous :-)
But the APAR seems to be removing support for old insecure ciphers. To
establish a session the client and host need to agree on a cipher. It
seems likely that is failing for some reason - maybe they no longer have
any available ciphers in common?
I think the most likely fix is an update to QWS3270.
