According to https://www.ibm.com/support/knowledgecenter/en/SSLTBW_2.2.0/com.ibm.zos.v2r2.hasa300/has2v5_Space_allocation.htm "JES2 supports using a data set more than 64K tracks in size up to 1,048,575 tracks." That's considerably less than 1 TB.
