Sorry I haven't been able to respond sooner in more detail. I think our
confusion (at least mine, anyway) stems from the fact that z/OS handles
ASCII and UNICODE already. If you transfer your ASCII and UNICODE files
BINARY to z/OS, they'll display just like they do on Windows, Unix, or
whatever server platform they came from. ISPF BROWSE and EDIT can
handle the data just fine. If you tag it with the correct CCSID in the
USS filesystem on z/OS, ISPF will handle the data AUTOMATICALLY.
Otherwise, you have to tell ISPF what format to use. If your issue is
with conversion to-from EBCDIC, then you have to use the TCPIP
translation table support, or UNICODE conversion services. I read the
link you posted, but without understanding which application you're
having an issue with, we don't know how to help you.
