A few comments: 

ONE: SCRT V24.11.1, in all the various flavors (Java zOS, linux, windows) 
delivered "Sub-Capacity Reports for ISV products"  (see 
<https://www-01.ibm.com/common/ssi/cgi-bin/ssialias?htmlfid=ZSL03435USEN>. I 
don't which ISVs are participating. 

TWO: I can see an ISV being interested if they are competing with IBM products 
that are charged based on SCRT reports. Examples would be competitors to IMS, 
DB2, CICS, WebSphere App Server, (lots of other Websphere brand products), 
COBOL, NETVIEW, MQ Series, etc. But the infrastructure to support monthly, 
rather than the typical annual invoicing is a big undertaking. I'll also point 
that that many IBM products do not use SCRT for invoicing, and some that do use 
SCRT reporting still haven't added generating SMF89 functionality into the 
product.  
 
THREE: Do data center usually know in advance the serial numbers of the 
machines they will use for DR? (A number of my licensees have asked for their 
DR machines to be added to their license keys. I've always done that without 
question.)

FOUR: While I'm a "small" vendor I've already encountered licensees trying to 
cheat me. I license per data center. One weekend I was contacted for "a new 
machine was just installed in the 2nd data center". I provided the key, and 
then I sent a letter asking for an explanation of their 2nd data center. It had 
been going on for years.... 

FIVE: in my product I don't require a license key for the daily data extraction 
and collection process. The license key is only used during analysis, reporting 
and auditing of SCRT.
