No, z/OS REXX does not have a SORTSTEM function built-in.  I currently have a 
STEMSORT function, but it is from a 3rd party vendor.

Also, we have had a SORTSTEM function in VSE REXX for a LONG time. Does z/OS 
not have SORTSTEM?
