To be picky, you would say that they define a profile, of the name you 
show, in the facility class.

And from the command itself, there is no difference between an "Started 
Task UserID" and any other kind of ID.
But you can identify for a started task with which ID it is to be 
associated, and that IDis what will be used when authority checking is 
done.

syntax is typically the same for any of the classes (dataset, opercmds, 
etc)/
