Nonsense. If he wants to use SYS3 for third party software, that's his business. But to justify it with "Almost all shops" is silly. I worked at one shop that used SYS3 and SYS3X for third party products. SYS3 for data sets that were in the LNKLST or LPALST and were cataloged in the master catalog, and SYS3X for everything else.
