Does he have a leap seconds issue? STCK needs leap seconds adjustment which I assume STCKCONV does. Does TIME MIC need that, or will it be redundant?
In any event you have time zone considerations. Does the OP want UTC or local time? And I can hear @Gil firing up his keyboard right now to say that STCKCONV is inadequately documented ... Wait a minute: "MIC returns the time of day since midnight in microseconds. The value is returned as 8 bytes of information where bit 51 is equivalent to one microsecond."
