Not sure what you are trying to solve at IPL time

However, 

Are you trying to do an ISMF at IPL time?

Or are you doing something else?


A potential solution would be to put an I SMF command in the JES2 init deck.
Look at the $VS command.  It would not execute until JES2 is up.  Or if you are
doing something else, you could put that in the JES2 INIT deck, S
Stcforsmfoffload

Do you have an automation tool?  If not, you might look at the cbttape.org and
see if there is an automation tool you could use.
