Find out when the migration limited message first appeared in the HSM JOB LOG or SYSLOG and see what resource caused the message. LIMITED indicates that when DFSMShsm finds that the migration target device is not available, data set migration is limited to those data sets assigned to the available target devices. Data sets targeted to the unavailable device type will not be migrated.
