The "shar" (shell archive) utility, not POSIX but widely available, does
this sort of thing nicely.

The designers of IEBUPDTE had dreadful tunnel vision in failing
to anticipate that your problem would never occur.  Job streams
containing IEBUPDTE steps are commonplace.
